一、產品註冊制度與所需文件
以下產品需要負責政府核發的進口許可：
1. 酒精飲料
2. 動物及動物製品
3. 肉類及肉製品
4. 肉類及肉製品
5. 禽類及禽肉製品
6. 植物及植物製品
7. 魚及水產品
8. 取自現代生物技術(基因改造)的產品及成分
9. 某些健康及藥膳(藥材)類產品，說明如下：
所有健康食品及藥膳類產品必須由國家藥品管制局(NPRA)分類判定。NPRA將根據《1952年危險藥物法》《1984年藥物與化妝品監管法規》，判定是否需要登記註冊。向NPRA登記註冊時，出口商或指定經銷商須檢附書面資料，敘明產品名稱、成分和百分比、宣稱/使用方法，並附一份標示/產品說明書複本。

需要衛生證書(health certificate)的產品
1. 所有牛屬動物的生鮮、冷藏或冷凍肉，包括水牛肉
2. 各式豬的生鮮、冷藏或冷凍肉。
3. 各式羔羊、山羊和綿羊的生鮮、冷藏或冷凍肉。
4. 牛屬動物、豬、綿羊、山羊的生鮮、冷藏或冷凍食用內臟
5. 生鮮、冷藏或冷凍的食用禽類內臟。
6. 其他生鮮、冷藏或冷凍的肉類和食用內臟
7. 各式生鮮、冷藏或冷凍明蝦和蝦子（含去殼者）。
8. 各式半加工蝦子和明蝦。
不需檢附衛生證書的產品
1. 所有經商業無菌、煮熟、裝罐處理的肉製品，包括裝於密封容器內的各式肉製品。
2. 乳品及乳製品
3. 含有肉、蝦子或明蝦的穀類、麵粉、澱粉或乳品調理食品。
4. 含有肉、內臟或血的香腸及類似產品，或以之為基礎的調理食品。
5. 調理肉、肉製品或醃肉。
6. 肉或甲殼動物萃出物。
7. 脫水或醃製蝦子與明蝦。
衛生證書格式
發證單位：出口國主管機關。
衛生證書應列資訊如下(根據CODEX)：
